On this day in 1940 - The Selective Service Act was passed by the U.S. Congress providing the first peacetime draft in the United States. At answers.com there is a pretty good summary about the Selective Service and the draft-- http://www.answers.com/topic/selective-service-system . On October 29th, 1940, President Franklin D. Roosevelt gave a radio address in recognition of the first drawing under this act.
